The proposed building would add ten rooms and support facilities as C.A.S.A. seeks decisions on funding and a construction timetable.

C.A.S.A. in Ribeira Grande had 199 children on its waiting list on 21 October, including 124 waiting for a place in ATL and 47 for creche. The institution presented a preliminary project for a new ATL building with capacity for 200 children.

According to C.A.S.A., the waiting list also included 10 children for Creche Familiar and 18 for Jardim de Infância. In August 2024, the institution had 171 children registered on the list, 28 fewer than on 21 October.

The proposed single-storey building would have 10 rooms for 20 children each. Plans also include a dining hall for 160 children at the same time, a multi-purpose room, technical offices, reception spaces, outdoor leisure and learning areas, and school-transport support facilities. The proposal includes a garage for three electric school transport vehicles, child drop-off and pick-up areas, and 29 parking spaces, including accessible spaces.

C.A.S.A. presented the preliminary project during contacts with parliamentary groups in the Legislative Assembly of the Azores. Representatives of PSD, PS and Bloco de Esquerda attended; PAN said it could not attend for unavoidable reasons. The vice-president of Ribeira Grande City Council and the president of the Matriz parish council also attended.

C.A.S.A. said the investment could fit under the Açores 2030 programme's RSO4.2 objective, but would require the Regional Government to open action line 3 of the notice. The institution said it has been in contact with the Regional Directorate for Social Solidarity and is seeking decisions on validation, the financing model and the timetable for the work.
