Bolieiro highlights digital transition and AI at Ponta Delgada audit seminar
José Manuel Bolieiro said digital transition and artificial intelligence can improve public administration efficiency, transparency and scrutiny of public-resource use in the Azores.
José Manuel Bolieiro spoke in Ponta Delgada at the opening of the international seminar "Auditoria Pública e Inteligência Artificial", promoted by EURORAI and the Azores Regional Section of the Court of Auditors.
He said digital transformation is particularly relevant in the Azores. Bolieiro said the geographic dispersion of the nine islands, distances and the need for decentralized public services make digitalization important for bringing citizens and institutions closer, simplifying procedures and ensuring faster, more effective responses.
Bolieiro said digital transition has been a priority of government action. He said the growing digitalization and dematerialization of administrative processes, together with an increasing volume of information and data, open new possibilities for monitoring, oversight and control of public activity.
He described artificial intelligence as an essential tool for productivity and efficiency in processes and procedures. Bolieiro said it can support institutions that audit and control the legality of public spending, including the Court of Auditors. He said its use must be accompanied by human discernment and does not replace natural intelligence in decisions requiring judgment, interpretation and understanding of concrete realities.
The seminar brought together representatives and specialists linked to public-audit institutions to consider the challenges and opportunities of artificial intelligence in controlling public finances. EURORAI was created in 1992, includes about a hundred institutions from 17 countries, and promotes cooperation, training and knowledge exchange in public audit.
The Azores and Madeira regional sections of the Court of Auditors have been associated EURORAI members since 1993. Filipa Calvão, Cristina Flora and Charles Pict also attended the session, among other representatives of audit and public-finance control institutions.
